Please see 6631, 6670 and 7237 on the

question of the establishment of an aerodrome at Hong Kong and 6630 and 7289 in separate bundle dealing with defence matters in general.

To 6630

is attached a copy of C.I.D.2630 containing a letter

from W.0. which continues the correspondence arising out of the conclusions of the C.I.D. in 36967/25, This should be registered separately later.

The new despatches from the Governor show that he is much exercised over the security of the Colony. After consulting the local Service representatives he recommends the following measures (1.) The strengthening of the local Naval Forces in

such a manner as would prevent an enemy from attempting a serious landing nearer than the western shores of Bias Bay.

(2.). The strengthening of the Military garrison

in such a manner as to prevent a hostile force from capturing the new territories before the arrival of

reenforcements.

(3) The provision of an Air Force consisting of at least 9 Fighters, 6 Torpedo Planes and 4 Reconnaisance Seaplanes.

(4) The permanent stationing at Hong Kong of a squadron of aircraft for police purposes four 200 to 250 horse power seaplanes are suggested and a capital expenditure (exclusive of purchase of land) of £16,500 is proposed with annual charges of approximately £12,850.
